Seriously, what were they trying to accomplish here?

Let’s ruin the flow of a really fun game by adding a boss fight that is based entirely on luck and will make you want to super kick your T.V. through the wall?

Where the only way to win is to just spend hours of your life restarting the fight until you get that one lucky go where everything happens to go your way, which might be every 1 in 100 attempts?

What a pathetic excuse of a game and what a waste of money this turned out to be.

It's not really luck. The "arena" is a little too small, though. You simply have to cause enough damage that the crane will knock him off, and be sure you're not in the path when it comes back. Usually when the eye in his arm turns red is a good sign you can hit him. If he gets up when the crane comes back, flashbang if you have one.

It's not luck it's strategy. It tasks the player with doing more than simply winning by spamming bullets. You have to get the timing right, the positioning right, and control the fight so you don't miss when the crane hits. It can be frustrating, yes, but it's good to mix it up and keep the player sharp by making them think and plan in the heat of a boss fight instead of mindlessly spamming bullets.
