Reinstalled this game onto a Samsung T3 external SSD and can say that it actually alleviates the split second stutters/pauses when traversing the world at high speed.

Of course the poor framerate is identical otherwise, but it is alot less distracting without a split second screen freeze everytime a new portion of the map is loaded from the HDD.
