Honestly if the first part was bad, that could still be fine for the second part, since this means they can obviously take feedback from why the first game is bad and fix that in the following parts. I've always liked the idea that this being in parts means that each game can get progressively better based on feedback of each part.

Even FF13 improved substantially enough with each sequel to be considered "good", so if FF7R starts out good, then, yes, it's safe to assume the later episodes will be better.
