I do not meet requirement.

Windows 10 64bits,

Intel Core i7 920 Quad Core Processor LGA1366 2.66GHZ [OC @ 3.8Ghz]
Corsair Cooling Hydro Series H90
Samsung 840 Pro Series SSD
3X2GB DDR3-1333 CL9-9-9-20 Triple Channel Memory Kit
MSI GeForce GTX 970 TwinFrozr V 1140/1279MHZ 4GB

Running the game at ULTRA, ~60-65FPS everywhere, except in Boston it can drop to 45-50 sometime.

Note: With the CPU at 2.66Ghz, it will drop by about 10FPS only.

You might technically be a tad below the cpu requirement listed, but your GTX 970 is far, far, more powerful than what the game requires, so of course you can play the game fine.
A console is a good way to go, it will freeze on a very rare occasion but there are a lot of auto saves, for me it only froze twice with like 40 hrs of gaming, but if you want to use console commands and install mods with nexus mod manager then get a PC, and if you want high end mods get a good PC which will cost a lot of money, but you can play on low settings and download armor mods and weapon mods no problem. Like kerrigan body suit, or sexy curie mod, or ak47 , or Mr.sparkle homer Simpson laundry soap, lol, you can do those mods on a low setting but mods like photo realism or true storms you will need a really good pc

Is it even worth it to buy? I primarily want to mod, I don't care if it run on ultra but i'm shooting for at least standard graphics. It's my laptop:

So, something like this will run? I don't care about graphics, just wanna have a smooth gameplay.

Intel(R) Core(TM) i5-3330 CPU @ 3.00GHz

GeForce GT 610

I'm mainly worried about the graphic card, I think that the processor is a bit better than the minimum required (but I don't jack s*** about graphic cards so there goes that)

Your CPU should be good but I defiantly recommend upgrading your GPU, even something like a GTX 750ti(runs for about 99-150 USD) will do you much better than a 610, also if I may ask whats your ram situation looking like, if you don't have at least 8GB I recommend upgrading your ram, it will help tremendously with running the game, and other's.

Well I actually do have 8g RAM so I guess that helps, will look into the gpu thing in the future, thanks for answering!
