depending on how much of a chance they stand against you. For instance a lv. 5 raider should run away from a lv. 10 player if a few of his buddies are killed. A lv. 5 raider should just straight up run from a lv. 20 (not sure how leveling works this is just hypothetical)

Of course berserk enemies like Deathclaws and ferals and fiends (the meth-head raiders) should never run.

If I'm walking around in Power Armour I don't need no shirtless thug coming up to me like he can take me on

Even if they did try to run away from me

I just shoot them down before they get away.

Ehh. I'm not too keen on the idea personally. I don't like killing fleeing enemies, and I'd much rather fight to the death anyway. Making it a perk, so you have to opt in would be better, rather than imposing it on every player. Although even that would bother me as a completionist. Maybe a button that you have to press, like an intimidating war cry or something, rather than something that happens automatically. Dunno if there are any free buttons for it though.

A random raider would have no idea who you are or why they should be afraid of you. Just make it like FO3 where they occasionally run away after taking a certain amount of damage. It was done really well in that game. Many would fight to the death, many would run after taking >80% damage, and I'd even occasionally get some that ran after 20% damage, but when that happened, it was usually after they saw their friend either run away, or get their face blown off.

Edit: it also happened a lot more often when i was using a sawed off shotty.

Context matters, maybe a rep system where people might know of you. So people might be wary of a dude fitting your description.

More importantly, if im in power armor with a minigun and just finish shooting down a vertibird and then curb stomp a deathclaw. some weak raiders with handguns and leather armor should not think its a good idea to try and mug me.

Similar thing happened all the time in skyrim. i just kill a dragon and then DEVOUR ITS SOUL. and then this guy that just watched me do that, decides to try and mug me.

Some ran away in Fallout3 But they would only run 10 feet and cower, and then if you stick around they would try to kill you again. So unless they just take off running thru the wasteland it wouldn't matter....(Sniper Practice)(hope they added bullet drop, and wind factors for gun)
