or is it an entirely new game.

I haven't played the translation on the PS2 yet, so I wanted to know if I needed to start there or I can just jump into this game :)

No its more like a spiritual successor than anything. While there will be references you will miss you cab understand to know what's going on in the plot

This game is a celebration of Namco X Capcom's 10th anniversary, so many of the plot events pay homage to it, most notably the ending and a couple other events such as the "Jump from the Balrog!" event and some of the roster choices as well (e.g. Natsu). It's still a sequel to both it and PXZ1 though, so yeah, it's not intended to be a replacement/update of any sort.
