It's gotta be either Metroid, F-Zero or Star Fox?

Luigi needs a science fiction game that’s not too focused on and within the Mario universe and Mario himself, and actually exclusively focuses on Luigi alone.

It feels like Samus (at least in the recent Metroid games) comes off as a pathetic whiny doormat for a hero who doubts her own judgment, mopes and freezes in the middle of combat, just like how Luigi is the same pathetic whiny doormat hero who also doubts his own judgment, mopes, freezes and acts like a cowardly character (which is much more magnified for villain characters than hero) in the middle of combat.

Do Nintendo really seem to put more effort in adding character traits into Luigi and Samus than the likes of Mario, Link, Yoshi, Kirby, Donkey Kong and Pikachu?

I think Luigi and Samus are both capable heroes, who just happen to be much more enjoyable if you put both of them in villain roles.

In Luigi's case, in order for him to truly change from being just Mario's baby brother, why not have Luigi turn from a lovable scared to a dangerously psychotic idiot villain where he threateningly shakes his fist when he matches up against more believable heroes like Mario, Link, Kirby and Pikachu?

And for Samus, why not have her go from an unconfident hero and turn her into a narcissistic alpha girl full of vanity?
Yo Wazzup! It's your guy Filipo Sooa here.
