Sakura and Elise switch places (Elise joins way too late and underleveled to be that reliable), and Luna moves up a tier (she's MUCH better in IK)

This tier is wrong. You must take into account skirmishes, they wouldn't give you lower level characters if they didn't expect you to use skirmishes.

Tier lists assume no grinding. This is a well known fact.

Tier lists would be nice and all if they weren't so insulting as having D and E tiers. If you honestly believe Jaigans can be usefull, then so can everyone else.

Do you mean Crimson and Yukimura? They don't join you in the third path, at least not permanently.

Jeigans are useful despite their lack of long term potential as they have decent stats for the time that they arrive and thus can be an emergency option to use to help out your characters when needed; you don't want to use them too much, as it saps experience away from the rest of the team, but having that option is very useful.

Also, in some cases, such as Frederick, if you play around with what weapons the Jegian/Oifey has equipped, you can tune it so that the Jeigan will ALMOST kill any enemy, but not quite [and survive due to their initial defensive stats]. This sets up a very easy kill for one of your longer-term units [like the Avatar, Chrom in Awakening, etc.] to get and reap the EXP.

Smart play invokes making good (strategic) use of the Jeigan. It serves a valuable role.
