What should a general user like myself do if they encounter something like this? Should they be reported and if so for what exactly? Is proof required that the person in question is the same user in each instance?

Having multiple alts is not a violation, anyone can have alts and not use them for malicious purposes. But if it's someone who has been recently suspended/warned/banned and are continuing to post violations with a new account then you're welcomed to report them. Just report them for whichever rule you feel they are breaking. You don't have to attempt to find proof since we can check if it's their alt, otherwise their posts will be reviewed just like anyone else's and handled appropriately.
You can observe a lot just by watching.

I see so they have to be "ban evading" for it to matter otherwise they're subject to the normal ToS. Well that's unfortunate. Thanks for answering my question you can close this topic now if you wish I don't have anything else to add.
