Merciful Healer gains more access to Herb skills, making it a dedicated healer. Herb Boost gives overheal effect and increase maximum HP for one turn, Bountiful Herb restores all party members' HP, Freeing Herb removes binds, Auto-Resurrection gives the user a chance to revive one party member when they die, Shared Nostrum upgrades Herb skills' target range in exchange of slower action speed and restored HP, Reflex Herb enables a chance to restore any party members' HP when they take damage, Delayed Herb restores HP on the next turn, and Lingering Scent repeats the last used Herb skills at the end of the turn.

As a dedicated healer, you won't need to bring another healer such as a Rover or a Shaman built specifically for healing. Herb Boost with heal level healing herbs benefit Impact Brawler’s Heavenly Aid skill, so it may be considered as a valid tactic.

With the assumption of rested character with around 30 skill points, spread the skill points evenly to every Herb skill. Refreshing Herb and Freeing Herb (+ Shared Nostrum) removes ailments and binds, respectively, so they may have more priority than the rest. Sweeping Herb + Shared Nostrum may replicate Bountiful Herb with lower TP cost, so the latter may be skipped until you really need it later.
